review for the western soma project began and we realized this overlapped with this the western soma plan area and the eir for central corridor would provide much further detail in the analysis and we could consider at the time we prepared this eir. what we did for western soma we considered the central corridor as it pertains to the cumulative impacts of the project and the western soma area and the projects in the area that overlaps with the western soma plan, so to the extent that we have the information available to us we analyze with the eir and approximate regard to that the western soma is adequate. the central corridor eir will look at that in much more detail than we were able to do so certainly the ah nalis will be before you in the future. >> thank you. i appreciate that and i think the rest of my comments be best taken up during the approval of the plan itself, and they have to do with the zoning and it does have to do with the historic structures and whether they have more flexible uses, but i don't believe those are environmental issues at this time. >> commissioner sugaya

portions of the western soma plan or create sunset provisions to do the opposite, or in the advanced option carve out some or all of the overlap area from the plan and zoning so those are the options that are before you. again what is in your materials is what is option number one which is just to adopt the plan and zoning and maps as proposed. i am happy to talk about those further but let me turn it back over to cory to finish up the presentation. >> okay. moving on to the next issue which is something we discussed at length last week, so we want to get into more detail today which is the issue of flexibility and land uses and historic buildings. you asked us to look on that more specifically so we wanted to provide you more information and options. the options are not xuftive. we tried to keep them manageable and open to additional ideas and discussion but these are some of the logical options we felt were good to put forward, but first to set the stage this is existing conditions map of western soma in terms of historic structures and what is designated, so you see the western soma

a hearing to move forward -- further forward on western soma. the final thing i'd like to bring up is the four blocks that overlap the potential central corridor that are a part of western soma. i think, you know, we really need a little bit more information as to what might be proposed for this area. what are the potential solutions? are there plans for additional high density, additional parking? some of the things that may be in conflict with that area. and while we scrutinize closely the 11th street area, we've done almost no scrutiny at all over the area that possibly could be contentious. i'm not advocating for keeping this area or any part of western soma on hold until the central corridor is ready to go forward because that doesn't make sense. but i think we really have to know where the possible areas of conflict may be, what could be done to make the two compatible, and what are the options that would be before us. i know we can't jump ahead two or three years to know exactly what may be planned for central corridor, but perhaps someone could give us some insight into wha

not proposing to do a legitimatization process within western soma. >> i just think that -- i think that commissioner moore's questions to a certain extent asking about how we treated things in eastern neighborhood and how that applies to western soma. and i recognize that every treatment -- i know we've been trying to -- we looked at market octavia and we looked at eastern neighborhoods. we're trying to create some degree of consistency across how the code treats some general principles and i just think that to the extent that that was done in eastern neighborhoods or in other plan areas, i think it's u.n. reasonable to see how we might do this in this plan area. if there is a strong compelling reason not to to understand what those compelling arguments are, and how it impacts people because, again, i think there's a reasonable expectation that what happened in the process of eastern neighborhoods would then carry over to the new process. and, so, i think that's what we need to kind of figure out and work on. and then the same thing you're talking about with grandfathering, i don't

. >> commissioners, it will place you under your regular calendar, item 12, western soma community plan - informational discussion - no. 3. this is an informational item only. >> garv, president fong, commissioners. cory teague for staff. this is the last scheduled information hearing for western soma before the adoption hearing next week on december the sixth. this is a little unlike our previous informational hearings in that we do not have new materials for you to review for this session. it's at the request of the president to allow time for additional discussion and comments on any issues that are unresolved or so far today have not been thoroughly discussed. so, just to run down a few of those, just as a reminder, first of all, if you are a member -- weeks ago we talked specifically about the issue of entertainment uses and proposed zoning on 11th street between harrison and folsom and we presented you with a number of options and what each of those options would entail. there was a discussion in commenting. specifically, there were a few commissioners that called out option 3b as

the jurisdiction of the commission including item 10 today. as noted this case for the western soma community plan rezoning of adjacent parcels and the project and certification of the environmental impact report. the public hearing is closed. public comment ended on august 6, 2012 and the planning commission doesn't conduct final review of eir's but the public comment of certification maybe presented to the planning commission during this time of the agenda. with respect to all other agenda items your opportunity to address the commission will be afforded when the item is reached in the meeting. each member of the public may address the public for three minutes and i have several speaker cards. >> okay. calling a few names and if you want to line up on that side of the room would be easiest. for item 10. the western soma community plan rezoning of adjacent parcels and project. certification of the environmental report. please note that the public hearing is closed. the public comment ended. >> good 567b president fong members of the commission. i am andreas conterrace. i am with the planning department. this is the eir for the western soma community plan, rezoning of adjacent proposals and the project. a copy of the draft eir certification motion was distributed with you with the standard document. the draft eir was published on june 20, 2012 and the public hearing was held and public comment closed and the responses document was distributed and published on november 21, 2012. you also have before you a e rata street that has revisions in the environmental documents. there are extras copies on the side table for the public. these represent corrections in the e ie.d r and comments and responses document. these text changes do not present any new information that would awlter the conclusions presented in the draft eir and these changes below do not need to trigg
